Details: opens the selected access function's non-required parameters, stamps their defaults into
config.jsonunderforcing.function_default_args, and passes them through to OBC and IC at runtime. Users can edit any entry in the config to override a default (e.g.memberfor CESM2-LENS2) before runningdriver.py.
