Transitions the four release-status surfaces from prepared candidate to approved v1.1.0 release after the candidate PR merged, the reviewed and merged trees matched exactly, the merged main Actions gate passed, and every audited issue received a full disposition response.

No framework content, release scope, issue disposition, Commons adoption, validation logic, or version metadata changes in this finalization diff.
