Summary

• adopts Open Framework Commons v1.1.0 at annotated tag object 79e5f06dab46f262cad1d1daf7840e683ffc3880, peeling to exact commit f25a2b89b4aed95984fd235e2e229efe52c125d8;
• corrects the new-versus-existing process wording reported in issue 17;
• establishes forward-only semantic versioning and immutable tags from v1.1.0 forward, resolving the governance concern in issue 18;
• records accountable dispositions for the external human and practitioner validation requests in issues 19 and 20 without claiming those reviews occurred; and
• bumps candidate metadata to 1.1.0 with a full changelog, release record, decision records, version file, and synchronized validation.
