PR: Improved locale and added guide

This pull request does the following:

• Improves the zh_CN locale
• Improves config.yml by adding descriptions of options
• Adds a new file, guide.md and integrates it into Nascraft.java (plugin main class) to deploy it in the ~/plugins/Nascraft folder to help new server owners / those who are new to the plugin
