One-line metadata fix: changes ms.topic from "conceptual" to "reference" in the docgen front matter template. This is the correct classification for auto-generated CLI command reference docs.
No code, logic, or security concerns. The only CI failure is PR Governance (missing linked issue), which the bot already flagged.

This pull request makes a small update to the metadata in the documentation generation code to fix an ongoing build error. The change updates the topic type from "conceptual" to "reference" in the documentation front matter.
