Update Bicep CLI from v0.38.33 to v0.39.26

  • Update version constant in cli/azd/pkg/tools/bicep/bicep.go
  • Update GitHub workflow bicep download URL in .github/workflows/lint-bicep.yml
  • Run tests to verify the changes
  • Run linters and formatting checks
  • Run spell check
  • Build azd binary successfully
  • Revert unintended changes to cli/azd/extensions/azure.coding-agent/go.sum

Done. Reverted the unintended changes to cli/azd/extensions/azure.coding-agent/go.sum in commit 3c9fc84.
