This PR adds the "Restore plugins and themes" card, previously from Server Settings, to Settings -> Administration.

Testing Instructions

1. Go to /sites.
2. Click an Atomic site.
3. Go to Settings -> Administration.
4. Open browser console.
5. Click the Restore plugins and themes button.
6. Verify you see that the POST https://public-api.wordpress.com/wpcom/v2/sites/<siteId>/hosting/restore-plan-software endpoint is called, and a success notice is shown (this is the existing behavior in production).
