GraphQL requests should really speed things up.

Consider to divide one action into more github actions for each type, or at least add new types to specify. Someone could want to disable download failed actions, which is included in IssueHandler. Something like IssueHandler.Download IssueHander.Hashes arguments will satisfy everyone as they could specify only some actions
