Inside windows environment it is possible to use full power of scoop.

But this require to finish work on following:

aborts (refactor: First step on abort function deprication ScoopInstaller/Scoop#3748) and proper try catching as decompress modules now using throw and I cannot simply use tee object for getting result without hustle
Dependencies to properly simulate all dependends (fix(install): fix wrong output of 'install/failed' ScoopInstaller/Scoop#3784)
