Since NetCDF can no longer be downloaded reliably by
pacmanon Appveyor, disable it. It's good to have at least one non-NetCDF build tested anyway. Also remove a redundantmake libcpptrajfrom the build.Also protects one of the
Test_Changetests with no NetCDF.
