Allow clipboard SSE subscribers to scope themselves to one session - #1159

GET /api/v1/clipboard/events broadcasts every clipboard event to every subscriber, with no filtering by which streaming session (paired Moonlight client/device) a clipboard item came from, even though handle_item() already supports targeting one session on the write side via X-Clipboard-Target-Sid. A subscriber holding the shared admin credential sees clipboard content from every concurrently-streaming device, not just the one it cares about. Add an optional X-Clipboard-Session-Sid header a subscriber can send when opening /events to scope its subscription to one session id. Subscribers that omit the header keep today's behavior (every event, unfiltered), so this does not change default behavior on its own - whether the default should become scoped is a call for whoever understands the intended single-vs-multi-consumer design of the GUI agent that normally reads this stream.

This adds an optional X-Clipboard-Session-Sid header a subscriber can send when opening /events to scope its subscription to one session id. Subscribers that omit the header keep today's behavior (every event, unfiltered), so this does not change default behavior on its own. Whether the default consumer (the GUI agent) should start sending this header, or whether unfiltered subscription should require an explicit opt-in instead, is a call for whoever understands the intended single-vs-multi-consumer design here better than an external patch can assume.
Verified: the patched file compiles cleanly, and the filter logic in fanout_frame() was checked by inspection against both the backward-compatible (no filter) and scoped (filter set) cases.
