Curated local packs (R5)

• Load JSON packs from intel/packs/ with no network
• Ship akti-builders-v1 (builders-focused NP/SA campaigns + safe demo IoCs)
• Merge layers: sample base -> curated packs -> opt-in live feeds
• Config in intel/region.yml (packs.enabled, prefer, include_sample) + NG_REGION_PACKS
• CLI: region packs; dashboard Region tab lists loaded packs
• Snapshot exposes packs_enabled / packs_loaded; is_sample false when curated data contributes
