This fixes issue 2242. There is a pending PR 2205 with the fix for the same issue in the upstream repository however it doesn't address the actual bug and rather makes action client to cope with it in a way it doesn't lead to the exception.
We go with this fix for now and will switch to upstream
rclcpponce it gets the issue fixed.
