Add URL-synced filters to members page

Summary

• sync member search/status/role/page filters into the /members URL query string
• add an explicit guild selector on the members page that persists via the existing guild context
• cover exact wallet, partial name, no-match, and combined guild/status/role API filters

Testing

• Not run locally; this route avoids installing or executing project toolchains in the workspace.
