Pinocchio 0.11+ reads only the first 8 bytes of Rent and never multiplies by exemption_threshold. Use 6960 / threshold 1.0 so quotes match runtime settlement.

It is probably better to update dependencies to fix this, but this is a minimal fix to allow fuzzing of programs built using latest versions of Pinocchio.
