Good progress, lots of comment but mostly minor.
Rather than passing tuples consider using named tuples, data classes or use the tables with a subset of columns/rows etc.

Adds cutout functionality using both hek catalogue information and srs active region coordinates, and new data level.
01 - Data as-is from JSOC (4096x4096)
02 - Data levelled to 1.5 + reprojected and trimmed above limb. (4096x4096)
03 - Data cutouts centered around active region coordinate as described by srs file.
