changes in this PR:
resources- all withinmixinsand then split betweenbugfixes,tweaks, andmods.UTConfigGeneral.MASTER_SWITCHES.utMasterSwitchTweaksinstead of mods. unsure if they should be locked by both?could further compartmentalize mixins into further subfolders, ie
bugfixes/blocks/mixins.comparatortiming.json, but i think thats more than needed.
