Summary
Why
This establishes the shortest usable OMIV path from inspection and preflight to a concise verdict, runtime plan, and assurance artifacts. Muse Glimmer is the first real release-driven acceptance case: any remaining manual step becomes concrete Phase 7 UX backlog.
Validation
Validated locally with the full offline test suite, Ruff, strict mypy, compileall, repository publication controls, and release audits.
Evidence boundaries
This PR adds deterministic preflight/reference artifacts and plans. It does not claim source-to-artifact provenance, semantic or numerical fidelity, performance, safety, production readiness, or a successful runtime execution.
Stacked follow-up
A separate draft PR adds external runtime-evidence ingestion on top of this branch. Keeping it stacked makes the seven-file ingestion change independently reviewable.
