Improve API around messages without testcase and testmodule #1227

We should reconsider how we communicate messages that are not tied to a test case or a test module. Today we're including them with "testcase":"Unspecified" and "module":"Unspecified". A better alternative could be to just exclude "testcase" and "module" in these cases. This is a nice-to-have breaking change. It would make sense to include this together with other breaking changes, but it's not worth to do a major bump just for this.
