Polonium v0.2.0 - It's enough I guess

Now that the meat and cheese of this script is done, I can focus on QOL stuff that I want. This, unlike my old script, actually creates tiles on the fly and manages them with binary trees. I feel that at this point, this can be a very suitable replacement for Bismuth.

Finally, an actual tiling manager built on KWin 5.27! This is missing quite a few features right now, but they will most likely be added later to make this feature complete in comparison to kwin-autotile.
