Verification related changes

• Add clk and reset as fixed in signals in testbench();
  - add reset signal to verilator testbench
  - add top level wrapper for icarus (switchboard_top.v-->testbench)
  - sbut.py, implement icarus option, L315
• Remove need for verillator/icarus ifdef in testbench
