Clarify status of jzarr.readthedocs.io

Currently the pages at https://jzarr.readthedocs.io/ are built from https://github.com/bcdev/jzarr.

I recently reached out to the good folks at https://github.com/bcdev about clarifying this situation.

As a newcomer to JZarr, this confused me considerably 😅 It also looks like both repos are active. Would it make sense to consolidate and/or are these different library directions?

@dchaley, thanks for the heads up. I've reached out periodically over the past few years but not heard back. Since there's movement on the bcdev repo, I've tried creating an issue: bcdev#45
