Describe what should be investigated or refactored

There was a change in the Zarf package layout in version v0.25.0 released on March 21, 2023. This required extra logic in the code to ensure we can handle both the new and the old layout. I am confident there is nobody building a package in v0.25.0 and deploying that package with the latest version of Zarf. We should remove support for the legacy layout.
