Guideline for reporting time interval

It is likely that this draft can turn into a standards track specification of the feedback packet formats, and refer to ietf-rmcat-rtp-cc-feedback as informational guidelines on how to configure the RTCP reporting interval. Need to agree if that is the right approach.
