updating local execution requires container halt #152
Description
Updating the singularity container instance requires us to shut it down and that could affect users currently running a job.
To fix:
- move env variables to DB
- start an instance with the new container (e.g. pscs_sing2)
- update the instance URL to the new container
- once the job running on the original container is done, stop the container
