User does not have bigquery.jobs.create permission

When I try to query the BigQuery database using python, I got this error. However I've sent the Spider2-public-data access request and got the credential from email.

The error is as follows:

Forbidden: 403 POST https://bigquery.googleapis.com/bigquery/v2/projects/cool-splice-436709-s9/jobs?prettyPrint=false: Access Denied: Project cool-splice-436709-s9: User does not have bigquery.jobs.create permission in project cool-splice-436709-s9.
