Mod imports fine into TT but doesn't for Penumbra

If I add a clothing mod into Penumbra, it doesn't show the clothing piece as it should be modded. However, adding it to TT works fine. Is there a priority, or some meta manipulation I can do to make it work?

Ok so in further testing, it works in default, but not in my character collection. Is there any way to fix this?

The change in 0.4.7.0 fixed my issue.
