New release of jparse - bug fixes, clean up and sync all versions

Some of the important changes:

• A number of JSON decoding bugs have been fixed.¹
  • UTF-8 and UTF-16 (surrogate pair) decoding now should work.
  • Reject invalid UTF-8 code points. It is possible that some things are missing and some might be because of lack of clarity in the so-called JSON spec or in some cases a misunderstanding. Nonetheless it seems good.
  • Due to rejecting invalid UTF-8 code points, a number of the previously declared good JSON files .. if there is such a thing :-) .. in the test suite subdirectory, had to be moved to the bad JSON files, although it is unclear how any are not there! :-) This is quite unfortunate as the JSON test suite repo that we got these files declare these files to be good, even though JSON insists on rejecting invalid UTF-8 code points (or so we believe).
  • A new version string has been added to keep track of the current jparse UTF-8 code.
• The version of all tools have been updated to: 1.2.0 2024-10-09.
