old `etc/sysconfig/logrotate` still preserved

We noticed that upgrading from 8.1 or older leaves the host with a `etc/sysconfig/logrotate` that does not exist in 8.2 and later.  That file used to be created by the installer, and is still preserved on upgrades.  Is there a reason, or should that have been removed as well?
