Is there a reason no targets seed is provided?

Hi,

I was writing some dev tooling to make adding parsers easier and to make testing & running scrapers easier, but i noticed the running parser list (targets) is fetched from the database. However no such list is seeded or provided.

I think supplying such a list would be beneficial to testing & running local dev pipelines.
