Describe the Bug

Documentation says:

The Vaulting feature will hide all APMs, including Pay Later and Venmo, when enabled

Recently, we upgraded the plugin from 2.3.1 to 2.8.3

The "eps" payment option started showing up for our customers, even tho we had Vaulting enabled and no intention of allowing it.

If this helps: the customer billing address was based in Romania.

Customer clicked it and saw that it can't be used:

Expected Behavior

EPS or any other APM should not show up as Vaulting is enabled
