Check usage of the docker folder

Description

The docker folder in this repository contains Docker environments for development and building of packages. Some of these development environments are no longer in use or are not under the appropriate folder, making it confusing to use.

We need to review the usage of these Docker environments and clean-up the folder, moving the stuff to create packages into the build-scripts folder. For example:
