Description

It is necessary to add Clang format and Clang tidy checks in some subdirectories of common.

About Clang format, these checks are globally disabled for this folder and its subdirectories in: src/common/.clang-format.

About Clang tidy, these checks aren't currently enabled in many subfolders (including some tests) and can be enabled with configure_target.

It is also necessary to check if any modifications are missing in the Github actions files.
