Show pubrules themselves together with error messages

To avoid duplicity between /lib/l10n-en_GB.js and /lib/rules.json, the metadata of rules under /lib/rules/ should be used to embed the text of the rule itself underneath each error message. That would save us the “see this rule in context” link.
