Packaging for RHEL

Provide packaging support for RHEL.

I'll prepare patches for that on https://github.com/refnode/salt-testing.
Any conventions for technologies to use or not to use?

I'll generally use zc.buildout, mock and Makefiles for rpm packaging.

On Red Hat based platform everything should work with "make rhel-release-rpm".
