Add a FLYWHEEL.md example for a data pipeline

Data pipelines ship differently: schema changes, backfills, data-quality gates, and freshness/volume monitoring after deploy.

Add examples/data-pipeline.md in the existing format (stages, done-when, gates). Mirror examples/ml-project.md. Keep copy em-dash-free. See CONTRIBUTING.md.
