refactor: remove STALE health status and align with control plane schema changes

- Remove staleServices field from GraphQL query and all consumers
- Remove ServiceHealthStale constant from domain, API, and UI
- Clean up STALE from service status sort ordering
- Hide waste volume discovery bars at 95% threshold (matches services tab)
- Regenerate all codegen (genqlient, sqlc, PowerSync schema)
