Current behavior

From: #19710

When the CameraCaptureUI.CaptureFileAsync method is called:

  1. It appears the interface launched is the library selector (NSPhotoLibraryUsageDescription ) and not the camera (NSCameraUsageDescription )

Expected behavior

  1. Camera selector is launched (not the photo library selector)### How to reproduce it (as minimally and precisely as possible)
