PastPerfectXMLMapper(Mapper) - PP Desktop, specifically

There are two versions of PastPerfect that we are working with: PastPerfect Desktop, as well as PastPerfect Web. In both cases, we need to fetch an XML file.

This issue describes PP Desktop. See #1237 for PP Web.

PastPerfect Desktop

Fetcher and mapper status: It looks like CIC started this work (see #468), as well as building out the mapper. Unsure on the state of development.

A note that there is also a SanJose_PastPerfectMapper(PastPerfectXMLMapper)#370, but they are migrating to a cloud-based platform so we will revisit this after they migrate.
