For CAES registration web forms, it is essential for effective and efficient form building that one be able to do the following basic operations:

duplicate/copy questions/fields in a Question Set
re-order questions/fields in some way (with mouse or by click and drag)
edit each question or field, even after submissions have already occurred
delete a question or field (Currently not working in my browsers)
