This issue aims to address the implementation of Implement Multi-Sig Milestone Release Flow with Transaction Batching.
The core objective is to: Build a flow that lets a client atomically release multiple escrow tranches by assembling, batching, and co-signing a single Soroban transaction envelope, with per-operation signing status and partial-failure recovery.
