Allow "watching" of indexed reference values in decoder? #3851

Issue
Don't know if this is worth doing, but, we could include in Truffle Decoder & Codec a system whereby one could "watch" possible values of an indexed reference parameter in an event, similar to how one watches mapping keys, so that if that particular hash value came up, the decoder could decode it to a value instead of an error?
