The description of PROMOTEBUCKET/QUARANTINEBUCKET mislead user if they want to skip promotion/quarantine, and the data lost happens if they set PROMOTEBUCKET/QUARANTINEBUCKET as the same bucket of scanning bucket and set PROMOTEMODE/QUARANTINEMODE to move.
