Penalties

Followup OSArch introduction.

The penalty attribute should be added to a task. And the related minimize function, to minimize the overall penalties for all tasks. So far, I see two different penalties:

• the scheduled_penalty: a penalty applied if and only if the task (optional actually) is scheduled ;

• a delay_penalty: the penalty increases with the start time.
