  1. Configure an in-memory JDBC datasource
  2. Configure JPA in Spring
  3. Implement DatabaseRainForecast/DatabaseRainSnapshot
  4. Configure datasource for filesystem storage to run in Tomcat
  5. Make filesystem location for database configurable through application.properties
