Describe the bug
The way the plugin currently populates references across sets doesn't seem to follow proper logic. Previously if set A was active and a token in set B was referencing it, it would populate. Currently even if set A is activated, the reference doesn't populate to the token in set B.

To Reproduce
Steps to reproduce the behavior:
Available in Figma file

Expected behavior
Not sure if there was a different intention to the way references should populate, but it currently doesn't make sense. It needs some re-consideration or should just follow the behaviour from before 2.0
