Installing %fund then %pals Blocks Discovery until Update #173
Description
When %pals is installed after %fund, the discovery tab isn't populated immediately, but rather only after the next update is applied. This is because the %pals subscription is part of the post-update "I/O inflation" process, and subscriptions aren't fulfilled after an agent is installed like pokes are. This should be fixed so that %pals installation also initializes the subscription path in %fund.
