py(deps[docs]): Take gp-sphinx 0.1.0a38 from PyPI

why: the axis taxonomy this branch's docs depend on is released
(git-pull/gp-sphinx#77), so the git source that stood in for it is no
longer needed.

what:
- Bump the three gp-sphinx package pins 0.1.0a37 -> 0.1.0a38
- Relock; every gp-sphinx package resolves from the registry again

Replaces the [DO NOT MERGE] `[tool.uv.sources]` commits, rebased out.
The publish commit stays until the preview is no longer needed.
