ci(deps): bump astral-sh/setup-uv from v10.0.1 to v10.2.0

v10.1.0 makes the action respect the no_proxy/NO_PROXY environment
variables when it downloads uv and Python, a passive fix that needs no
input and only matters when a runner sets a proxy -- this repository's
GitHub-hosted runner doesn't. It also adds a new python-runtime-id
output and moves checksum verification onto astral-sh/versions; neither
touches inputs, and no step here gives the setup-uv step an id: to read
the new output even if it wanted to.

v10.2.0's only input-facing change is save-cache's default, from "true"
to "auto". "auto" only turns off cache saving for the merge_group event
(src/utils/inputs.ts, getSaveCache); this workflow has no merge_group
trigger, so nothing changes here. The one input this call site passes,
enable-cache: true, is byte-identical in action.yml across the whole
span, and forces caching on regardless of that default either way.
