test: re-pin investigate freeze-path + rebase parity baseline for the wave

- investigate-freeze-path.test.ts re-pinned to the $HOME-anchored hook
  chain that garrytan#1873 introduced (mirrors main's accepted careful/freeze/
  guard pattern from garrytan#1911); the old pins codified the broken
  CLAUDE_SKILL_DIR chain the fix removes.
- Parity baseline rebased v1.57.7.0 -> v1.60.1.0-wave-skill-pipeline,
  following the documented rebase precedent in the file header: ~40
  vetted community PRs legitimately grew 7 skills past the ratchet.
  Old baselines retained for the audit trail. MAINTAINER ATTENTION:
  this bumps the anti-bloat budget; see wave report.
